Formulation and execution of projects and programmes leading to the research, design, development, productionisation and induction of high technology product, weapon systems, equipments and platforms for the Armed Forces

Undertake research and technology development work to generate knowledge and state-of-the-art technological options in the relevant areas based on Armed Forces long term objectives, Government’s threat perception, emerging security environment in the region and Department’s own technology forecast.

Such R&D is undertaken under broader disciplines of Aeronautics, Armaments, Combat Vehicles and Engineering, Electronics, Computer Sciences, Materials, Missile systems, Naval Sciences and Life Sciences

Developing/customizing products for paramilitary forces as and when required

Facilitate relevant spin offs to the industries in other sectors

Developing R&D centres in academia and private sector to productively tap their human resources for complementing our work in a mutually beneficial manner

Identify, benchmark and adopt suitable industries as development partners in our programmes so that they can take up production and product upgradation in the future

Render advice on the technological and intellectual property aspects of the import of technology by the production units under Ministry of Defence

Render advice to Controller of Patents on references made under Section 35 of the Patents Act, 1970 (39 of 1970) and protect Intellectual Property Rights of DRDO developed technologies & products

Conduct specialized training courses in the field of defence technologies and technology management for the scientists working in the Department and officers of the three services

Any other activity assigned to and accepted by the Department through understanding or arrangements with any other Ministry, Department, Agency of the Government of India whose activities have a bearing on the scientific and technological aspect of national security

Apprising and advising Raksha Mantri on the influence of emerging developments in science and technology on national security

Rendering advice to Raksha Mantri, the three services and Inter Services Organisation on all scientific aspects of weapons, weapon platforms, surveillance, support and logistics, in all likely theatres of armed conflict

To function with concurrence of the Ministry of External Affairs, as the nodal coordinating agency of the Ministry of Defence on all matters relating to the acquisition of technologies whose import to India is the subject of national security related controls of Foreign Governments

Act as nodal point of interaction for all matters related to international cooperation in the field of defence research and development

- The Department’s core business is development of viable
indigenous technological solutions for the Armed Forces. It
formulate projects/programmes to achieve the developmental
targets. The Department offers opportunity to the stakeholders
/clients to participate through different forums in the
activities of the department, and, on need basis ensures
participation of such stakeholders/clients who directly and
actively influence the working of the department. The peer
review committees, monitoring committees, apex boards,
steering committees and open house are some of the examples.
- The stakeholders continuously participate in the
monitoring of the projects/programmes of their interest, their
viewpoints, apprehensions, reservations, etc. about the
development in question are objectively discussed and
addressed as the project/programme progresses. The committees
and boards are project/programme specific and structured, they
are convened at mandated periodicity. Thus all the concerns of
the stakeholders/clients are addressed objectively and timely
in an institutionalized manner.
- For general interactions with the Services, the
Department’s Head Quarter has a Directorate of Interaction
with Services for Business. For all other agencies,
Department’s Directorate of Planning and Coordination is the
first contact point. Director Planning and Coordination is
ex-officio nodal officer for the citizen’s charter.

A. Ministry of Defence
- Involve the Department in development of perspective plans
- Share threat perception with the Department
- Evolve national policy on induction of indigenous defence systems to ensure security and self reliance
B. Services
- Involve the Department from conceptualization to deployment of the products intended to be indigenously developed
- Share philosophy and methodology of the trials and acceptance tests with the Department
- Share results of user trials and acceptance test spontaneously and transparently
- Share perspective plan with the Department
- Share technology road maps with the Department
- Evolve integrated plans in consultation with the Department
- Become financial stakeholders in the development projects/programmes
- Depute officers and men with appropriate background to the project/programme teams
C. Production partners
- Develop a long term strategic view of the technologies developed by the Department
- Hold financial stake in the developmental projects of interest
- Allocate resources for concurrent technology transfer, absorption and production of items developed by the Department
- Work on upgradation of products with or without help of the Department
- Facilitate two way exchange of engineers between DRDO and industry
D. R&D centres in other sectors
- Act as technology incubation centres for the nascent technologies developed by the Department
- Undertake incremental R&D work on technologies established by the Department
E. Academia
- Take up sponsored /contract research, grants-in-aid projects in the areas of interest to the Department
- Take up projects dedicated to basic science through the Department’s Research Boards in the disciplines of aeronautical, naval, armament and life science
- Under the guidance of the Department, become centers of specialization for the upcoming and futuristic technologies as applicable to defence
